General Assembly
The General Assembly consists of all delegates and alternates from SEMCOG member communities and institutions. It meets three times annually usually in March, June (Annual Meeting), and October. Meetings are the third or fourth Thursday of the month in the late afternoon. The General Assembly adopts SEMCOG's annual work program, annual budget, and membership fee schedules; adopts and/or amends bylaws; and reviews and gives final approval on all regional plans.

Executive Committee
The Executive Committee is the main policy-committee arm of the organization. It is a subset of the General Assembly, meeting seven months of the year when the General Assembly is not in session. Meetings are usually held in SEMCOG’s offices on the fourth Friday of the month and are preceded by a networking lunch.The Executive Committee consists of 51 members. These include county and City of Detroit delegates to the General Assembly (two-to-five delegates designated by each county and three delegates from the City of Detroit); city & village and township delegates and alternates (elected by Bloc in each county); intermediate school district and community college delegates and alternates (elected each spring); the County, City & Village, Township, and Education Bloc Chairs; and the Governor of the State of Michigan, who is a voting ex-officio member on transportation-related issues. The Executive Committee monitors the operation of SEMCOG. As the chief “working committee” of SEMCOG and the financial control body for the organization, it proposes, discusses, and reviews regional studies, and plans and takes action on policies and legislative positions.
